Supply Chain Lead - Public Sector

Job description

The role connects the employer Diagnostics Saudi Arabia with NUPCO, the Ministry of Health, and third‑party logistics providers. Serves as the primary liaison for NUPCO and MOH supply chains and warehouses. Establishes regular operational review cadence with the NUPCO Supply Chain team to align tender fulfillment and delivery schedules. Represents the employer in operational forums to resolve fulfillment bottlenecks and delivery disputes. Partners with MOH Sales to run Tender S&OP/governance covering pipeline visibility, demand assumptions, supply feasibility, inventory readiness, execution risks and commitments. Ensures joint Supply Chain‑Commercial decisions through transparent KPIs, documented assumptions, agreed actions and clear escalation mechanisms. Oversees end‑to‑end order lifecycle for NUPCO/MOH tenders and purchase orders to guarantee accurate, timely fulfillment. Tracks and expedites Goods Received Notes from NUPCO/MOH stores and labs. Manages portal operations on NUPCO platforms. Coordinates with local 3PL to achieve On‑Time, In‑Full (OTIF) deliveries across NUPCO warehouses and end customers. Monitors delivery windows and batch documentation to avoid penalties and liquidated damages

Requirements

• BSc degree in Supply Chain Management, Logistics, Industrial Engineering, Business Administration or related field
• 7+ years experience in supply chain, customer fulfillment or logistics operations within Healthcare, Pharmaceuticals or Diagnostics/MedTech in Saudi Arabia
• knowledge of the Saudi Healthcare ecosystem
• proficient communication with NUPCO, Ministry of Health and logistics providers
• experience in O2C process management and Tender S&OP planning
• ability to build strong relationships with public stakeholders
• skill in tracking and issuing Goods Received Notes and managing electronic portals
