HSSE Specialist

Job description

Ensures the availability and adequacy of all HSE provisions for supervision consultants (engineers) and contractors according to policy, contract conditions, specifications, HSE plans, employer requirements and applicable local, national and international regulations. Measures HSE performance of consultants and contractors and advises on improvement actions. Investigates root causes of accidents and provides recommendations to prevent recurrence. Records and follows up safety hazards and non‑conformances to regulators. Coordinates with PMC Project Manager and Construction Manager to implement effective HSE systems on site. Liaises with Employer, PMC (the employer) and local/municipal authorities to ensure all parties adhere to project HSE requirements. Trains and inducts staff on HSE. Reviews and approves contractors’ HSE documents and drawings for suitability and compliance. Ensures full compliance of consultants and contractors with project HSE requirements. Conducts scheduled and unscheduled HSE audits and inspections, reporting non‑conformances to project management for corrective action. Keeps informed of the employer’s quality, environmental, safety and occupational health policies and ensures compliance. Performs other duties as assigned by line manager.

Requirements

• Degree in engineering or equivalent work experience
• relevant international certifications
• minimum 10 years experience in large‑scale projects
• experience managing all aspects of HSSE on projects or facilities
• knowledge of HSSE sciences/engineering systems, principles and methodologies
• extensive knowledge of national and international HSSE laws and regulations and permitting processes
• industry standards for HSSE compliance and best management practices
• knowledge of technical terminology in industrial hygiene, health physics, safety engineering and environmental compliance
• ability to deal effectively with contractors, subcontractors or consultants on HSSE matters
• ability to prepare HSSE activity reports
• excellent written and verbal English communication skills
• excellent presentation skills
• international work experience with preference for KSA experience
