HSE Manager

Job Description: The HSE Manager will be responsible for leading, implementing, and continuously improving all Health, Safety, and Environmental (HSE) functions across Projects. The role will provide strategic leadership and operational oversight to ensure that all bridge and infrastructure construction activities are executed in compliance with project requirements, client standards, Saudi Arabian regulations, and international best practices. Responsibilities include developing and implementing the Project HSE Management Plan, establishing project-wide HSE policies, procedures, standards, and performance objectives, leading and promoting a proactive safety culture, providing strategic HSE leadership, and ensuring HSE considerations are integrated into all project phases. The role also includes risk management and hazard control, contractor HSE management, incident prevention and investigation, traffic and road safety management, environmental management, HSE audits, inspections, and compliance, training and safety culture development, emergency preparedness and crisis management, and reporting and performance monitoring.

Requirements

• Bachelor's Degree in Occupational Health & Safety, Environmental Engineering, Civil Engineering, or a related discipline
• NEBOSH Diploma or equivalent advanced HSE qualification
• Additional certifications such as: NEBOSH, IOSH Managing Safely, OSHA
• Minimum 15-20 years of HSE experience in construction and infrastructure projects
• Minimum 10 years in a senior HSE leadership role
• Experience managing HSE functions on projects exceeding USD 250 million in value
• Strong experience working with international consultants, PMCs, government authorities, and major contractors
• Previous experience within Saudi Arabia and the GCC region is highly preferred
