Cards Technical Implementation Lead

Job description

Lead the end‑to‑end technical delivery lifecycle for consumer credit, wallet‑linked, and commercial card programs in the KSA market. Develop comprehensive project plans covering BIN request/setup, ICA assignment, CMS integration, processor connectivity, and the employer scheme certification. Enable principal membership by coordinating documentation and regulatory submissions to SAMA within the first eight weeks. Oversee card production and digital issuance from design and personalization through manufacturing, fulfillment, and digital provisioning. Execute digital wallet and tokenisation launches (Apple Pay, Google Pay, xPay) including MDES setup and token services deployment. Manage authorization, authentication, and dispute management configurations to ensure post‑launch operational readiness. Coordinate all stakeholders – processor, personalization bureaus, and the client’s product, technology, and compliance teams.

Requirements

• Hands‑on end‑to‑end technical implementation experience across consumer and commercial card programs (credit + wallet/prepaid)
• Processor integration experience (e.g., tier‑1 issuer processor)
• Direct experience with principal membership setup and ICA enablement with a major card scheme
• Knowledge of ISO 8583 / ISO 20022 messaging, BIN management, personalization, tokenisation (MDES/VTS), 3DS and digital wallets
• Understanding of PCI‑DSS compliance and card issuance security standards
• Proven track record delivering card product launches in multiple markets, preferably GCC/MENA
• Familiarity with card management systems (PowerCARD, Way4, VisionPLUS, Cortex, Prime) and issuer processing
• Knowledge of SAMA regulatory framework for card issuance and consumer finance
• Fluent English
• Arabic proficiency
• Bachelor’s degree in Computer Science, Information Systems, Engineering or related field
• 10+ years in payments technology, card issuing/processing, and technical implementation program management
• Experience with API‑based integrations, simulation/certification environments, and cloud‑native architectures
• PMP, PRINCE2 or equivalent certification
