Commercial Manager

Job description

Responsible for managing all activities to obtain contracts for executing maintenance tasks in the Maintenance Department. Develop Scopes of Work, evaluation criteria, contracting strategies, and preliminary cost estimates for activities during normal operations, shutdowns, and turnarounds. Manage the full tendering and procurement process including bidder selection, Instructions to Bidders, tender clarifications, commercial evaluation, negotiations, award recommendations, and contract finalization. Lead contract administration and commercial management covering cost control, budget monitoring, payment verification, variations, change orders, claims management, and risk mitigation. Coordinate contractors and subcontractors, monitor performance, evaluate KPIs, implement corrective actions, and close contracts ensuring compliance with operational requirements. Ensure all maintenance contracts incorporate HSSEQ, QA/QC, technical, commercial, and company governance requirements with proper documentation. Provide commercial leadership and cross‑functional coordination with Maintenance, Procurement, Operations, Engineering, Finance, HSSEQ, QA/QC, and contractors for timely, cost‑effective execution of maintenance contracting activities.

Requirements

• Bachelor’s degree
• Minimum 7+ years’ experience in Contracting with strong experience in Oil & Gas/Refinery Maintenance
• Proven experience in maintenance contracting, subcontractor management and procurement activities
• Fluent in writing and reading English
• Good knowledge of SAP system
• Strong understanding of supervising and coordinating bidding processes for maintenance activities
• Strong understanding of Contracts Administration, cost and controlling budget
• Good technical understanding of maintenance execution management
• Good technical understanding of contractor and subcontractor management
• Good technical understanding of People Management
• Well organized and proactive
