Cost Control Specialist

Job description

Owns the annual OPEX and CAPEX budget cycle and ensures spending stays on plan. Builds financial models required by lenders, shareholders and the Grantor, tracks each project and department against budget, and flags overruns early with mitigation plans. Ensures all costs are captured in line with IFRS, SOCPA and regulatory requirements, and provides clear, timely reporting to senior management and the Board. Leads annual OPEX and CAPEX budget preparation with department heads, reviews and validates financial data, develops budget templates, timelines, guidelines and procedures. Develops annual traffic forecast with the Slots Department, updates CAPEX financial models per lender, shareholder and Grantor requirements, and collaborates with Strategy and Treasury on new business and investment models. Coordinates project finance reporting with lenders, monitors cost versus budget for each OPEX and CAPEX project and department, analyzes cost drivers and identifies savings opportunities. Maintains cost control systems in ERP, validates fixed asset capitalization, drives automation of budget reporting, works with Operations and project teams on scope changes and budget impact, establishes cost control policies and approval matrices, partners with Procurement to prevent budget leakage, prepares Board and Management Pack with KPI dashboards, cost trends, commitments vs. actuals and forecasts, supports internal and external audits, provides monthly, quarterly and annual budget performance reports, and ensures compliance with regulatory and internal financial policies.

Requirements

• Bachelor's degree in Finance, Accounting, Economics or related field
• Professional certification preferred: CMA, CPA, ACCA, SOCPA or CFA
• Minimum 3 years experience in budgeting, cost control or FP&A, ideally in airports, infrastructure, aviation or concession/PPP environment
• Fluent in Arabic and English
• Experience with ERP cost control modules such as SAP CO/PS or Oracle including WBS, cost centers and internal orders
• Advanced Excel and financial modeling skills
• Experience with BI tools like Power BI is an advantage
