HSE TEAM LEADER ( Shutdown/ Turnaround )

Job description

Manage and lead the HSE team to administer and implement HSE initiatives, programs and procedures. Participate in developing and implementing operational risk assessments to identify and mitigate hazards for critical activities. Conduct Behavioural Safety Audits and high‑profile tours as per HSEMS guidelines. Carry out or arrange workplace HSE inspections and audits and ensure remedial recommendations are implemented. Audit subcontractors for compliance with HSE systems and procedures. Maintain accident statistics, analyze trends and propose corrective actions. Ensure company HSE policies, procedures, regulations and objectives are effectively implemented. Foster continuous improvement of HSE management systems by sharing best practices. Monitor subcontractor HSE performance and ensure contractual requirements are satisfied. Assist in investigating accidents, incidents and near‑misses and make recommendations to prevent recurrence. Develop and manage HSE awareness campaigns. Ensure all critical activities are risk‑assessed and control measures applied before execution. Manage subordinate activities and identify their HSE training needs. Maintain in‑depth knowledge of construction safety laws and develop and implement company‑wide safety policies, procedures and standards. Establish, implement and improve the HSE Management Plan, policy requirements, performance standards, objectives and targets. Set up project HSE programs and procedures, including training and audit programs, to meet project HSE goals and prepare remedial initiatives for inadequacies. Manage all HSE support functions, including recruitment and training.

Requirements

• Bachelor's degree in Mechanical Engineering or Safety Engineering
• 10-12 years experience in safety in oil & gas process plants, cross‑country pipeline projects, shutdown and turnaround
• Lead Auditor for OHSAS 18001 & ISO 14001
• NEBOSH holder or OSHA trained
• Minimum 10-12 years HSE experience especially in oil and gas shutdown/turnaround
• Saudi/Gulf experience preferred
