Commissioning Manager

Job description

The Commissioning Manager owns the end-to-end commissioning program for a multi‑disciplinary project (MEP, ELV, BMS, power interfaces) to achieve safe, SBC‑compliant, performance‑verified handover on schedule. Author and maintain the Commissioning Plan, RACI, gate criteria and readiness checklists; build the Commissioning Master Schedule aligned to construction, lock test windows, chair weekly Cx meetings and remove constraints with GC, subcontractors and vendors. Standardize documentation (ITPs, test packs, pre‑functional checklists, method statements, CAT) and enforce version control. Lead Integrated System Testing across HVAC, plumbing/fire, ELV, BMS and power, capture evidence, close comments and secure final acceptance. Verify installation readiness against IFC/shop drawings, specs and codes (SBC, IEC/BS EN, ASHRAE/SMACNA, NFPA, IPC, TIA/BICSI), manage NCR/RFI closure and ensure LOTO/PTW interfaces with HSE. Prepare and lead engagements with Saudi Civil Defense and SEC/National Grid as required, ensuring evidence meets local acceptance norms. Own the handover dossier including O&M and training plans, spares, warranties, as‑built drawings, trend reports and KPIs, and obtain PAC/FAC sign‑offs. Issue weekly Cx dashboards covering earned vs planned, risk burn‑down, punch‑list aging and IST pass rates.

Requirements

• Proficient in authoring and maintaining Commissioning Plans, RACI matrices and gate criteria
• proficient in scheduling and coordinating the Commissioning Master Schedule
• knowledge of standardized documentation (ITPs, test packs, pre‑functional checklists, method statements, CAT) with strict version control
• experience leading Integrated System Testing across mechanical, electrical, ELV and BMS systems
• proficient in reviewing specifications and codes (SBC, IEC/BS EN, ASHRAE/SMACNA, NFPA, IPC, TIA/BICSI)
• experience in NCR/RFI closure and ensuring LOTO/PTW interfaces with HSE
• knowledge of Saudi authority interfaces (Civil Defense, SEC/National Grid)
• experience preparing handover dossiers (O&M plans, training, spares, warranties, as‑built, trend reports, KPIs)
• proficient in weekly dashboard reporting
• 8–12 years total experience with 5+ years leading multi‑disciplinary commissioning
• fluent in Arabic and English for authority and site communications.
