Procurement Manager

Job description

Provide program-level leadership for purchasing and supply and ensure compliance with technical and contract requirements. Develop and maintain the program procurement management framework including policies, procedures and templates. Develop purchasing strategies, supply methods, and performance monitoring systems while adhering to regulatory and contractual requirements. Promote best procurement practices, transparency and governance across all development packages. Review purchasing plans, schedules, bidding strategies, evaluate proposals, and select suppliers. Monitor procurement readiness, tender activities and contract issuance to ensure alignment with program dates. Ensure fairness, consistency and compliance throughout the purchasing cycle. Follow up on the procurement of long-term materials, equipment, specialized systems, facilities and critical infrastructure. Identify procurement and supply chain risks and develop mitigation strategies. Coordination with planning, scheduling, technical, commercial, project monitoring and quantity surveying teams. Preparing purchasing reports

Requirements

• Qualification: Bachelor's degree in Supply Chain Management, Business Administration, Engineering or equivalent
• Skill: Extensive experience in managing procurement and contracts for major projects
• Skill: Proficiency in evaluating offers and analyzing markets and the supply chain
• Location: Makkah Al-Mukarramah region
