Job description

Responsible for managing all activities to obtain contracts for executing maintenance activities in the Maintenance Department. Develop scopes of work for maintenance activities to be performed by contractors during normal refinery operation. Create evaluation criteria and preliminary cost estimates for contracts. Prepare Instructions to Bidders, conduct kickoff meetings with contractors, and evaluate economic offers after technical evaluation. Ensure implementation of company HSSEQ policies and programs in all contracts. Include QA/QC requirements and KPIs in all maintenance contractors.

Requirements

• Bachelor’s degree in engineering
• Minimum 12+ years’ experience in contracting
• Fluent in writing and reading English
• Good knowledge of SAP system
• Strong understanding of supervising and coordinating bidding processes for maintenance activities
• Strong understanding of contracts administration, cost and budget control
• Good technical understanding of maintenance execution management
• Good technical understanding of people management
• Well organized and proactive
• Excellent communication skills
• Proven leadership skills with large organizations
• Maturity of judgment under pressure and ability to resolve problems
• Strategic thinking, open to new ideas
• Ability to achieve business results in a multicultural environment
