the employer Sustainable Technology Solutions (STS) provides holistic and value-added solutions across the entire asset life cycle, including world-class licensed process technologies, differentiated advisory services, deep technical domain expertise, energy transition solutions, high-end design capabilities, and smart solutions to optimize planned and operating assets. the employer is looking for a Commercial Head responsible to manage all activities related for getting contracts to execute maintenance activities into the Maintenance Department in Jubail, including requesting and tutoring to develop scopes of work, completion of documentation, define prospective bidders, call for tenders, awarding and contractor authorizing for beginning of works, accomplishing with requirements for operational areas to achieve a World Class performance in the Maintenance Department. Responsibilities include developing scopes of work for maintenance activities to be executed via contractors during normal operation of the refinery. Developing evaluation criteria and preliminary cost estimation for contracts. Coordinating and managing all activities related to prepare Instructions to Bidders, kick-off meetings with contractors, and evaluation of economical offers after technical offers are evaluated by the contract responsible. Ensuring that company HSSEQ policies/programs are implemented within the different contracts developed and managed under their responsibility. Ensuring that QA/QC requirements and KPIs are included in all Maintenance Contractors.

Requirements

• Minimum 12+ years experience of contracting
• Bachelor's degree in engineering
• Fluent in writing and reading English
• Good knowledge of SAP system
• Strong understanding of supervising and coordinating bidding processes for maintenance activities
• Strong understanding of contracts administration, cost, and controlling budget
• Good technical understanding of maintenance execution management
• Good technical understanding of people management
• Well organized and proactive
• Excellent communication skills
• Proven leadership skills with large organizations
• Maturity of judgment under pressure and ability to resolve problems
• Strategic thinking, open to new ideas
• An ability to achieve business results working in a multi-cultural environment
